Undergraduate (Bachelor and Bachelor in Applied Science)

a) National Selection based on Students’ Achievement (SNBP)

Beginning in 2023, the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) has implemented various Merdeka Belajar transformations across all educational levels—from primary and secondary education to higher education—in pursuit of developing excellent human resources who embody the values of Pancasila.
To align with these transformative goals, the Ministry introduced a new direction for higher education reform through Merdeka Belajar Episode Twenty-Two: Transformation of Public University Admissions.
Ministerial Regulation No. 48 of 2022 concerning Admission of New Students to Undergraduate and Bachelor Of Applied Science Programs at Public Universities affirms that the ongoing transformation of higher education in Indonesia aims to produce graduates with multidisciplinary competencies and a strong foundation in their core academic disciplines. This policy direction is implemented through both national and independent university admission mechanisms, in line with the spirit of Merdeka Belajar, to improve the quality of education at preceding levels.
The National Selection Based on Achievement (SNBP) focuses on recognizing comprehensive academic success at the secondary education level. This is achieved by assigning:

  • A minimum weight of 50% to the average report card grades across all subjects, encouraging students to excel holistically.
  • A maximum weight of 50% to components that reflect students’ interests and talents, motivating deeper exploration of personal strengths.

SNBP replaces the previous SNMPTN (National Selection for State University Admission). Under SNBP, prospective students are expected to demonstrate holistic and interdisciplinary competencies, reflecting the diverse skill sets needed for future success.

School Eligibility Requirements

  1. Senior High Schools (SMA), Islamic Senior High Schools (MA), and Vocational High Schools (SMK) must have a registered National School Identification Number (NPSN).
  2. Accreditation-based eligibility quotas:
    – Accreditation A: Top 40% of students in the school
    – Accreditation B: Top 25% of students in the school
    – Accreditation C or others: Top 5% of students in the school
  3. Schools must complete the School and Student Database (PDSS), and only eligible students data may be entered according to the established criteria.

 

Student Eligibility Requirements for SNBP

  1. Students must be in their final year (Grade 12) in 2024 and demonstrate outstanding academic achievement.
  2. Possess strong academic performance and meet the specific requirements set by each state university (PTN).
  3. Have a valid National Student Identification Number (NISN) and be registered in the PDSS.
  4. Have report card grades from semesters 1 to 5 entered into the PDSS.
  5. Students who have been declared admitted through SNBP 2024, SNBP 2023, or SNMPTN 2022 are not eligible to register for UTBK-SNBT 2024.
  6. Students admitted through SNBP 2024 are not permitted to apply through Independent Selection at any state university.

b) National Selection Based on Test (SNBT)

The SNBT (Seleksi Nasional Berdasarkan Tes) is a national university entrance selection conducted through a computer-based scholastic test. This test is designed to measure students’ cognitive potential, mathematical reasoning, and literacy in Indonesian and English.

The SNBT consists of three main components:

  • Scholastic Potential Test (TPS)
  • Mathematical Reasoning
  • Literacy in Indonesian and English

SNBT replaces the previous SBMPTN and is intended to encourage students to focus on developing reasoning and problem-solving skills rather than relying on memorization. The objectives of SNBT are:

  • To predict student success in completing higher education.
  • To provide flexibility for applicants in choosing test locations and schedules.
  • To allow applicants to choose Academic PTNs, Vocational PTNs, and Islamic Religious Higher Education Institutions (PTKINs) across regions.
  • To select applicants based on UTBK results and/or other criteria jointly determined by Academic PTNs, Vocational PTNs, and PTKINs.

Eligibility Requirements

  1. Graduates from 2022, 2023, and 2024 of secondary education (SMA/MA/SMK or equivalent), including Paket C graduates from the same years, with a maximum age of 25 years as of July 1, 2024.
  2. Must have a registered SNPMB account.
  3. Must be an Indonesian citizen (WNI) with a valid National Identification Number (NIK).
  4. Final-year students (Grade 12) in 2024 or Paket C participants in 2023 must present a Student Certificate with the following:
    – Recent color photograph
    – School stamp/seal
    – Signature of the Principal
  5. Graduates from 2022 and 2023 (SMA/MA/SMK or Paket C) must hold a diploma and be no older than 25 years as of July 1, 2024. Graduates from equivalent schools abroad must have a diploma that has been officially recognized.
  6. Must not have been admitted through SNBP 2024, SNBP 2023, o SNMPTN 2022.
  7. Must be in good health to ensure successful academic participation.
  8. Blind or visually impaired applicants must upload a Blindness Declaration Letter.
  9. UTBK 2024 results are valid only for SNBT and 2024 state university admissions.

 

Important Note

Applicants who are admitted through SNBT 2024 and have completed registration at their chosen PTN cannot be accepted through Independent Selection at any other PTN.

c) Independent Admission Pathway to IPB (SM-IPB)

  1. IPB University offers several independent admission pathways, one of which is the Independent Admission Pathway to IPB (SM-IPB). The admission mechanism for SM-IPB is adaptive to prevailing conditions, particularly those at the national level. SM-IPB is an independent selection pathway based on a university-administered test.
  2. SM-IPB consists of two types: (1) Test-based pathway; (2) UTBK-SNBT score-based pathway.
  3. The test-based SM-IPB is conducted directly by IPB University. The test materials include a Scholastic Potential Test (TPS) designed to assess Higher Order Thinking Skills (HOTS).
  4. Prospective students must be graduates of SMA/MA/SMK with the following criteria:
    – Graduated within the last three years
    – Physically and mentally healthy
    – Free from drug use
    – Registration is conducted online via pendaftaran.admisi.ipb.ac.id according to the published schedule.
  5. Applicants must take the online examination via cbt.ipb.ac.id as scheduled.
  6. Applicants who pass the examination and are accepted by IPB must complete online registration via registrasi.admisi.ipb.ac.id by uploading the required documents within the designated timeframe.

d) Beasiswa Utusan Daerah (BUD)

  1. The BUD pathway is an admission route for Undergraduate and Bachelor Of Applied Science Programs, intended for students who are nominated and financially supported by the Central Government, Provincial Government, Regency/Municipal Government, Private Companies, State-Owned Enterprises (BUMN), or Institutions/Foundations.
  2. Eligible candidates are graduates of SMA/MA/SMK from various disciplines who are nominated and funded by the aforementioned institutions, with the following criteria:
    – Maximum age of 25 years
    – Strong academic performance in high school
    – Physically and mentally healthy
    – Free from drug use
  3. Registration is conducted institutionally by the sponsoring organization through the online form available at https://bud.admisi.ipb.ac.id  following the schedule provided.

e) International and National Achievement Pathway (PIN)

The International and National Achievement Pathway (PIN) is intended for applicants who have demonstrated outstanding achievements in extracurricular activities at the international, national, or IPB University level (e.g., winners of scientific competitions or olympiads organized by IPB).

The following are the provisions for the PIN pathway:

  1. Selection is conducted based on report card grades, without a written test.
  2. Open to students from SMA/MA/SMK who graduate in the current academic year.
  3. The registration process is managed by the Directorate of Academic Administration and New Student Admissions (DAPPMB) via pendaftaran.admisi.ipb.ac.id.
  4. Selection is based on the applicant’s academic performance and extracurricular achievements, without a written examination.
  5. Applicants applying through Scouting achievements must attach a recommendation letter from the West Java Regional Scout Council (Kwarda Jawa Barat).
  6. Admitted students are required to participate in student activities aligned with the achievement category through which they were admitted.

f) Student Council President Admission Pathway (Ketua OSIS)

As a university with the motto “Inspiring Innovation with Integrity,” IPB University continuously strives to enhance the quality of its educational programs—from student intake and learning processes to graduate outcomes. The quality of incoming students is a critical factor in determining the caliber of graduates. Therefore, IPB is committed to recruiting the most qualified prospective students.

IPB has long been recognized as a pioneer in developing innovative university admission models, particularly those that do not rely on written tests. One of the most successful models is the selection based on academic transcripts over five semesters, now known as the SNBP. This pathway has proven effective in identifying high-potential students who excel academically and go on to compete successfully in the job market or pursue graduate studies.

In today’s era of democracy and decentralization, where leadership quality at both national and regional levels is increasingly vital, academic excellence alone is not sufficient to produce leaders capable of addressing complex development challenges. In response, IPB introduced a special admission scheme in 2019 for Student Council Presidents (Ketua OSIS) who meet the academic qualifications required to study at IPB.

Starting in 2023, IPB expanded this pathway to include Bachelor Of Applied Science Programs at the Vocational School, aiming to recruit future leaders. This independent selection pathway targets students who have demonstrated leadership as Student Council Presidents during their senior high school years and possess the academic capacity to be nurtured into intellectual leaders—or intellectuals with strong leadership qualities.

The goal of this scheme is to cultivate future leaders—whether in government, business, or civil society—who lead with a scientific-based leadership approach.

Eligibility Requirements

  1. Must have served as Student Council President (Ketua OSIS) during senior high school (SMA/SMK), supported by:
    – A letter from the school principal confirming the applicant’s enrollment and leadership role for at least one term
    – An official appointment letter from the principal designating the applicant as Student Council President
  2. Must be a graduate of the year 2024
  3. Must be willing to participate in leadership, entrepreneurship, and other developmental training programs
  4. Must actively participate in at least one student organization under the structure of the Directorate of Student Affairs at IPB.

g) Higher Education Affirmation Program (ADik)

The Affirmation Program is designed to expand access to higher education for Indonesian citizens of college-age who reside in frontier, outermost, and underdeveloped regions (3T) or in areas bordering other countries. Its goal is to develop high-quality individuals with strong character who can accelerate development in 3T regions. This program is fully funded by the Ministry of Education, Culture, Research, and Technology.

Eligibility Requirements for ADik Applicants

  1. Must be an Indonesian citizen who is a graduate of SMA, SMK, or equivalent in the current year or the previous year.
  2. Must be registered in the ADik Information System (SIM ADik).
  3. Must originate from a 3T region, be an Indigenous Papuan (OAP), or a child of Indonesian migrant workers (TKI).
  4. Must have an average report card score of at least 75 in six subjects relevant to their academic track.
  5. May select up to two universities, and up to two study programs at each university.
  6. If the selected programs and universities are not accepted, the applicant may authorize the selection committee to choose a suitable program and university based on the student’s interests.
  7. Students who were previously accepted through the ADik Scholarship Program are not eligible to reapply.

 

Student Status and Study Plan under the Affirmation Program

Given the potential challenges in adapting to university life—especially for students from 3T regions—the status and academic plan for ADik students are defined as follows:

  1. ADik students are admitted under the same status as other new students.
  2. Upon successful completion of Level I with a minimum GPA of 2.00 within four semesters, ADik students will continue their studies in accordance with IPB’s academic regulations.
  3. ADik students who meet the minimum GPA requirement within the designated timeframe are granted the opportunity to complete their entire education within a maximum of 14 semesters.
